I think it's not as much about age but simply because markets for most things have matured and you almost can't get ahead without scamming someone - and it gives small businesses a leverage because large corps can find themselves at receiving end of expensive lawsuits because they have money to grab off them, so they usually won't do outright fraud (and they also have too many people so high chances someone will blow the whistle).
